You work with an inpatient who sustained multiple injuries from a motor vehicle accident. As the treatment begins, the patient has considerable edema in the lower leg, and the foot is cool to the touch. What is your best next step? 
1. Assess the popliteal pulse of the involved leg
2. Assess the patient’s pain by using the numeric rating scale
3. Assess edema with a figure-of-eight measurement technique
4. Assess blood oxygenation levels through pulse oximetry of the lower extremity
